Please remove the floating popup disclaimer

On some small viewport devices, that would otherwise be able to use the site, one cannot navigate to the accept button to select it -- it floats away. If you are required to use the text, just put it in the body of the main page.

    Thanks William, this web app is built by 100% volunteers and did not cost HRT a thing, other then replying to our emails and meeting with us a few times about the idea. We want to make the disclaimer easier but we have limited volunteer hours in which to do it (and all the other apps we support in HRVA).         Has anyone checked this yet? It seems that it would be pretty simple to either embed the text into the main page or if HRT insists on users seeing the text first, it could be put in a real landing page instead of the floating overlay. They may worry about it since they generate so much invalid data. HRT would have saved everyone a lot of time and money if they had bought COTS.
